Abstract

Introduction: Brazil became one of the largest consumers of pesticides in the world, due to the conventional agricultural system, technological framework and political influence, which contributed to a rapid, reckless and early industrialization. Meanwhile, concern for environmental preservation and public health has been neglected, as the interests of multinational and political companies have prevailed over health issues. Objective: The study is a reflection on the theme of pesticides in the Brazilian scenario, with emphasis on the historical range of Brazilian legislation, from the perspective of environmental protection and collective health. Methodology: It was based on a legislative analysis of pesticides in Brazil based on a historical range from before and after the Federal Constitution of 1988 to investigate political advances and setbacks in the environmental aspect. Results:  From the historical reference point, it can be seen that before the Pesticides Law, the release of pesticides in Brazil was facilitated by the creation of several legislative instruments with social, economic and political influences. The other laws instituted after 1988, note the perceptible attempts of retrocessions before the aspects of monitoring and release of pesticides. Conclusion: It is pointed out that the pesticide legislation despite its advances is facing a historical setback after several struggles and victories, presenting forcefully, that this new environmental historical construction involves in its major component political influences.
